Center city is walkable. Olney is 6 miles north of CC, people don’t really walk there
It’s all relative. So Olney is in the bad part of the city so you would take the subway or the bus to work. In CC, Old City, Grad Hospital, etc. the city is very walkable. What makes Philly so great is that it’s walkable and you can also have a car here
It’s definitely more walkable than NY in the sense that it’s much smaller. So you can walk from northern liberties to say, university city in not a ridiculous amount of time. Whereas walking from Brooklyn to uptown would be pretty unrealistic.
That said, there are portions of the city you would not want to walk, even though it’s feasible. Olney is one of them
If you want to get shot or robbed yes. Philadelphia is a borderline third world country

I’d walk up and down Port Richmond and Fishtown as a teenager.
I walk most places and have a car to get to parts of the city that are less walkable (like the hospital on Olney where I used to work). I now work for a hospital in center city and use my car when I want to have a weekend adventure outside of the city, like the beach, the mountains, whatever. I feel like I have the best of both worlds here and it’s why I would not love back for NYC from Philly.
Oh and I always feel safe
