I have been selected for the associate position but till know I have not received my offer letter from legato company please suggest when can I except my offer letter discussion has happened on jun 27?

I am a contractor at legato. Manager says he cannot proceed with full time conversion of my role as their is a hold on hiring at legato due to upcoming recession. Is he saying correct? Or there some other reason. Should I wait for sometime or start looking new opportunities taking it as no.

I haven't received offer letter even after waiting for more than 16 days, i have given more than 10 interviews till now and have 4 offers but this one is taking a lot time giving a high rise to my expectations but am losing hope from this..can anyone suggest how much time usually it takes to roll out letter...please.
