I think it has seen a huge decline but those who are dedicated to use it will continue to use it. You will not get that many new clientele but they do have clientele that use it.
Yes, Tumblr is still popular. It's certainly worth creating and managing a community there, as I have been doing for several years now. It's an incredibly engaged platform and a great way to reach a wide audience.
I wouldn't bother with it. Instagram is the best platform for art at the moment, in my opinion. Stick to one platform, and do it right, rather than spreading yourself thin all over the place.
I have a tumblr account set up from years ago, connected to other social media accounts, so when I post to youtube or instagram, it also posts to tumblr.
I get zero engagement with tumblr posts, so it would be a complete and utter waste of time to set up a new tumblr account, but I'm not going to bother shutting the account down.

I think so. For certain types of content, such as creative writing or visual art, it can be a great platform to reach an audience. I personally have had great success growing and managing a community on Tumblr, so I would definitely recommend it.

However, I think it could still be worth creating and managing a community there because there might be a loyal group of users who are still active on the site.
Tumblr only works if your niche has traffic on the site. Do a search on the site to see, if no one is searching for that and there's no community built I don't see a point in using it.
