Take a step back and ask for clear feedback on what exactly needs to happen in order for you to get that promotion. Setting measurable goals with your manager can stop the endless wait. If progress still stalls, consider whether the company’s growth matches your own. Sometimes moving on is the best move.
How do you feel the conversations are going when you do have them about the promotion? Carrot on a stick, or is there something realistic standing in the way? If it’s just them getting out of it, I would question whether it’s going to happen or if you have to go somewhere else to get it.

Every time I have proved I should be there I keep getting the answer of “you need more time”
Can you ask your manager for a concrete list of steps you need to take in order to be promoted? Sometimes the most direct approach is the best. That way, you have something to work towards and can go to him or her later with your completed list of requirements for your promotion.
