Why do you want to work on those particular projects or opportunities? If they are part of your plan for career development, great. If they are outside your scope of work and really don’t make sense for you, maybe your boss is doing you a favor.
I would set up a meeting to talk to him about this. Ask him very directly why this is happening, something like “I wanted to talk to you to get a better understanding of my opportunities here. I asked about participating in projects A, B, and C, but wasn’t chosen to do so. I think it would be good for my career development to do projects like these because [insert reasons here]. Can you help me understand why I wasn’t chosen, and what I need to do to participate in projects like these in the future?” Be very direct and formal about the conversation. This will let him know you are serious and that you advocate for yourself, and will require him to give you a serious thoughtful answer. Also make sure you have good reasons prepared for WHY you wanted to do those projects.

Honestly I have started wondering if it’s my personality and he thinks I don’t work well with others. Spiralling

He is not beholden to your wants.
I can understand this. But the company pushes for development and prioritising growth opportunities. He asks me what I’d like to be involved in but then doesn’t follow through with it
Are you completing your current work on time, up to standard, and without overtime? Even the boring tasks?
You mentioned there might be some personailty conflicts. How much back and forth is there for your current work? Is it necessary or is it more argumentative?
Do you tend to like the shiny new? How busy is the rest of the team? If the manager is saying he needs to spread the work out then there you go. The manager does need to make sure everyone is busy and growing.
If you've got free time and the managers not filling it- start doing coffees with people not only in your org. Keep it positive. Find other executives at your company to engage with and check in on.
If it's the projects you're curious about - take the people who got assigned them to coffee and get the updates and find out about how they're working, etc.
Put your effort there. It's important to grow the people you know at a company rather than do all the work. TBH
