It sounds like you’re reading the situation correctly .
Good for the SM. He knows how to network well and has a partner backing him to make partner. Basically you should treat this SM as an acting partner. He’s not there to charge his time to your code as a SM. He is there to make sure the job closes out smoothly and answers your questions. Next stop partner.
So how is this any different than giving senior role to associate or manager role to senior? All intended to evaluate progress. Does not bother me.
Get passed over for a promotion because work was given to someone else. You will think differently
Some additional details: It’s obvious this Partner favors this senior manager and is actively lobbying to get him promoted to Partner. But given the pipeline, it’s probable that he won’t be promoted for at least a couple more years. There have been multiple instances in which the partner has handed over accounts, accounts that other senior managers had been working for years, to this one senior manager. From an hours standpoint, I don’t think one can justify bringing in another senior manager to just bang the code again to do the same work as the other senior manager who is fully capable of running the engagement themselves. And outsourcing partner responsibilities to a senior manager seems like a huge risk because of firm guidelines that the partner has to book so many hours to evidence their partner quality reviews. This doesn’t seem to be about whether the other senior managers are not capable of doing their jobs, but rather giving a partner role to a non-partner and deferring the rank and experience of others in favor of this one guy.
