At least from the experience I've had, it's usually because managers and engineers don't speak the same language, which makes engineers not want to share their ideas, so they don't have to explain themselves too much or sound like they are looking for
One possible reason is that engineers may feel intimidated to give feedback to management in a group setting. They may fear that their concerns will not be taken seriously or that they will be retaliated against. I, personally, would feel more comfortable discussing my thoughts and ideas privately
They are the best ones to ask. In my experience, many companies don't have the culture for a safe and open dialogue that they like to think they do.
