A1: India did not have a ‘need’ so far. Sure, India relies on the US more than the otherway around but India surely can stand up when it needs to. When Modi went to China, whole mood has changed in the US. They are the one who started using the nicer tone again.
Putin said it right.. India and China exist for 5000 years or more. Noone can use the ‘tone’ with these countries. Not especially under the current leadership.
It may or may not be a trade tactic. Remember that this has been a favorite demand of extreme right for a long time. Only Elon musk was vocally against it. Everyone in Trump influencer circle wants this.
Issue is that this has already caused so much uncertainty and anxiety across the community and families.

To be clear:
1.) This is NOT an annual fee. It’s a one-time fee that applies only to the petition.
2.) Those who already hold H-1B visas and are currently outside of the country right now will NOT be charged $100,000 to re-enter.
H-1B visa holders can leave and re-enter the country to the same extent as they normally would; whatever ability they have to do that is not impacted by yesterday’s proclamation.
3.) This applies only to new visas, not renewals, and not current visa holders.
It will first apply in the next upcoming lottery cycle.

The whole H1B thing is intended to serve two purposes at a minimum,
1. Gain leverage in trade negotiations (putting pressure)
2. Get a positive outcome for next year's mid-term elections in the backdrop of the sliding job market. (Hence, the proclamation is for 12 months😉)
If only the base thought logically or understood the implication of talent curve to teach some of the more technical skills.
