Careful bringing a car to SF lol. Hopefully it's a beater. I like Outer Sunset and Inner Sunset and Oceanview and Noe Valley. all good, safe neighborhoods. Should be able to find a studio or one bed for 3k in any of those

The answer here might depend on whether you are male or female - central locations like Hayes Valley are great fun to visit for dinner, drinks and hanging out but my wife often would feel uncomfortable walking alone in those areas because of the homeless that work their way up from the tenderloin.

would look at Hayes, Duboce triangle, or lower Haight. Commute downtown would be quicker than other areas using public transport. Central location to getting most places in the city and close enough to walk to stuff but some quieter streets too. North beach also might be a good option and depending where the office is, might be able to walk.
You’ll open up options if you don’t mind finding a roommate. Marina would be tough on that budget. Generally anywhere you live in the city will have decent to good public transportation. Monthly muni pass isn’t worth it unless you’re using it pretty much daily (something like 18 round trips).
Might be better to airbnb it first and then cruise these neighborhoods to get a better sense of the vibes in each rather than jump directly in. Usually the more expensive a neighborhood is, the more convenient and better weather it is (sunset and Richmond will have fog during summer)
Inner Richmond if u prefer buss. Inner sunset or CV if you prefer train. Plenty of parking, very safe, caffès and going out scenes are easily accessible. + GG park access. Avoid nob hill and soma.
