1900 will be tough. When I first moved to SF 4 years ago, it was to a 1/1 apartment in the inner sunset (~30-40 min commute to fidi). Old building but the unit had been upgraded. I wouldn’t say it was modern but it did have a dishwasher and washer/dryer. I paid $3,500 which included 1 parking spot.

Even after the covid exodus, 1900 is probably an older studio in the city proper, but it would be hard to get modernized with parking. Expect 250-400 additional for parking.
If you can, do month to month air bnbs until you find something. There are deals but it helps to have time on your side. Also the neighborhoods are so different. It will help to see what you like the best. I love the outer sunset but my younger coworkers think I might as well live on the moon. (I moved from the inner to the outer sunset 3 years ago)
If you don’t live in the city proper a car is almost a must. I sort of got by without one for a couple years in Millbrae but honestly it just meant that I didn’t really get to explore the Bay Area very much so I finally caved and bought one during the pandemic.
Agree that $1,900 will be tough if you’re not looking to split a 2BR with anyone. For another data point, I’m at $3,350 for a 2 bed 2 bath 1,200 sq ft apartment built within the last decade, but a lot of 1BRs I’m seeing in the area are around $2,800 or $3,000 which is why I’m just staying put even though my flatmate moved out.
3000 with a car will be tight - expect older building with fewer amenities and street parking or extra for a parking spot (may be worth it as cars get broken into fairly often).
See if you can find a good covid deal before rents go up in July. I’m currently paying just under 2100 for a large studio (~500 sq feet) in the marina
