My company is going to be applying for my H1B in this cycle but due unforseen circumstances, I need to leave the US. Is there a penalty involved if I pull my application?

What can you do if you’re getting interviewed by the same person who didn’t choose you in the first place?
Context: I applied for a position a while back and got interviewed, but didn’t go to the next round. I found the same position open again a month later at a different location and applied.
