No one can mandate an arrest on all domestic violence calls unless a crime has been committed. If you like your FREEDOM, I would suggest you not violate anyone's constitutional rights. 
Madatory in the sense that when theres an allegation of DV? Yes thats reasonable.... and not inlawful.

Depends on the sex. Male, automatically arrested! No questions asked! Female, let go on the spot! Sad, but true. I’ve witnessed it twice. A female assaulted a security officer while he was on duty. Police asked her, she admitted to it freely, and she was let go. If it were a male, he would have been arrested and hauled off to jail! Assaulting anyone in a uniform is an automatic felony arrest in the state of Texas!
With evidence of Domestic Violence, injuries, our policy is “shall” arrest.
Oregon has a “shall arrest” clause when there is probable cause for DV assault, strangulation, or
Menacing.
In our state the statute states “Shall Arrest” for domestic assault.
Mandatory? That sounds extreme. What if it's a false alarm and you get there and find there was no violence

I believe this is Federal Law when there is evidence of assault.
Yes. I believe it has become mandatory already. This can send a message to abusers that domestic violence is a serious crime and that they will be held accountable for their actions.
This seems very unlawful. Every case has to be evaluated on its own term. Is it written down in your department's policy handbook? I would get a lawyer involved here potentially.
