While my H1b under premium processing is approved but H4 extension approval is pending, can my spouse back in home country appear for h4 extension visa stamping interview based on my newly approved H1b renewal I-797 OR H4 extension has to be approved first?

I recently received an opportunity from Google for a position of TAM and asked to schedule interviews. I got to speak with them and discuss about the role and then the HR linked myself with recruiter. But after a week, they did not scheduled any interviews and neither of them responding to my emails. Is the hiring at Google going freeze due to upcoming recession? If anybody else faced similar issues, please let me know. Also advise what should I do ?
