My joining date at Cognizant is 26th March. But I'm getting released early at my current organisation. My relieving date in 13th Feb. Can I ask cognizant HR to propone my joining date. Will I get joining bonus as I will be joining early?

I started interviewing early Oct with a company that reached out via recruiter. The hiring manager was very straight forward with me that I was his top candidate and I was told all other interviews were very positive incl CMO. The recruiter said they'd be making an offer but it's now been three weeks. Anyone else had the process drag on like this? When I enquired about offer letter last week, hr replied in mail that "Since your education under blacklist with cognizant, we are unable to process with your offer. Many of college alumni are already working with cognizant. Even mailed them what part of education is blacklisted but they are not replying.should I still expect offer letter from them?
