Yup it is normal. The new person might be a new Hire or a Stakeholder.
Yeah, 2-3 interviews (not counting the initial screening) is the norm these days. Frustrating, but typical. Good luck!
Very normal in tech. I've had 2-3 rounds, plus a test or assignment.
More and more places have upped their interview rounds unfortunately - not unheard of for it to go to like 5-6 rounds
Yep. That's very normal. There are roles that require 4-6 rounds of interviews. I'd say go for the second role. You should give it a try.
