Definitely a third party if they are retained search (ask them). Third party works on commission based on your salary, so the higher your salary the more they make. This gives them incentive to get you the best possible offer. Internal recruiters are straight salary with no motivation to work on your best interest (although they aren’t trying to screw you over either)
Edit: in case you aren’t aware, retained search means that talent firm has exclusive ownership of the contract. If it’s not retained search that is when any firm can present a candidate and in that case they may negotiate lower salary to win the bid.
