Isn’t this actually a big advantage for people who are already living and have a work permit (outside of H1B), green card or citizenship in the U.S??

Agreed. That is why I stated assumptions. The assumptions are false. But facts and the reality of the domestic labor pool are inconvenient and ignored in the debate.
It just pushes the companies to do more hiring abroad. Canada would be a good beneficiary.

Exactly. All Hire 2025 Act would do if signed into law would be to add additional taxes that would be passed on to customers.
On paper, it is designed to priotize fresh grads, us citizens, green card holder. Current h1b are unaffected if they are in the US. It is designed to put a disadvantage for those coming in.
I don't see any relation if it makes things harder to easisr to find another job. You are assuming companies are hiring or spending. Or, you might mean the competiton got easier since you are in the US (assumption).
You are not considering that companies might expand operations outside of the US to better tap in to the global talent pool instead of doing so through the h1b visa process.
They have and our continuing to do so. I am not sure how this reality has escaped you. Companies may still use H1B visa holders as cost is not the only factor that matters in leveraging the global talent pool. If the US is increasingly becoming a high cost business environment to operate in, companies will find ways to generate profit and find qualified labor elsewhere.
