This guy on my project. He had an affair seven years ago when I was on a project with him. He's still with his wife and he just told me he had an affair on his last project. And is already targeting one of my analysts...
I think the two yes responses are for do you know what sort of agreement he has with his wife (yes #1) or know all the ins and outs (yes #2) which means she is NOT ok with it.

Why does he feel the need to share that?
Does he express guilt or remorse about it?Do you know what sort of agreement he has with his wife, or are you a party to their relationship where you know all the ins and outs? Perhaps she's okay with it? Perhaps she's had her transgressions? Perhaps he is a sex addict?
If I followed OP's responses correctly, she (the wife) is in the know about it and okay with it? In that case, is a what he (the "creep") is doing morally wrong? The only offbase piece here is him talking about it amongst his team... which is pretty offbase

So, his wife is okay with it... what's the problem?
Also, I would challenge your response to the sex addiction question. There's a lot of sex addicts that don't even realize they're addicts. Just like drug and alcohol and other addictions, usually the addiction are hidden from others (or not realized by the addict until some "come to Jesus" moment).
Also, perhaps his wife is a cuckquean or maybe she is a compersionist? Unless you are extremely close friends with his wife, like "tell each other your deepest, darkest secrets" close, I doubt you'd know for sure...
Well, if that is the case, it could imply that OP is a close friend of the guy's wife... and if that's the case... why hasn't OP told the wife? I realize there are various complications that could arise (both professional and personal) from such a disclosure, but if OP feels so strongly that the guy is a creep, why not? Some might even argue that by not telling the wife, if in fact OP is close friends with her, OP is an accessory to the cheating, or at least and enabler.
