Maybe have a conversation with them first? I don't blame you for your frustration, but I wouldn't want to make a bigger issue of it if it's possible to solve without involving management. If you have a conversation with them about it and things still don't change, then sure, no choice. But that wouldn't be my first choice.

I wouldn't say "they are running errands." Instead, I would word it as a performance issue. Mention to your manager that you are unable to get timely responses because they are frequently away from their computer, that they are a bottleneck because of their slow pace, that you dedicate a lot of your work hours to redoing their mistakes and are worried they may need more training, etc
That’s a great way to put it. I just hope we all don’t get micromanaged due to one person.
First, your co-worker is dumb for admitting to errands. They need to just run errands without telling anyone about it. Block off time in the work calendar, run errands, and return to work.
Second, you cannot clean up their work nor do their work. Do your own work, stay quiet, and go home and live your life.
