I think now is the time to escalate. You’ve pointed out, they’ve had the chance to change, note it’s time for them to meet the consequences.
I think the fact he’s trolling might tell you all you need to know about your original post…

Include a screenshot of the email you’ve drafted to the senior partner and HR. Also a copy of your performance review based on this matter as a nice little threat to be mindful of your superior position. Also a police report for good measure. You got this OP!

That's a great way to alienate those of us who use hard-focus sessions to churn out amazing work. Instead, it's a great idea to hold a level-setting meeting with your entire team to understand the work styles of every employee so you know who is good at what skillset and how you can support them churning out their best work.
Is that not allowed? Why do you care their status as long as they respond promptly?

Well it depends. Do they do their work? Do they deliver on time? When needed does the greyed out X prevent others from reaching out to them? Are they allowed to have the grey X up? If those things are happening and it’s hurting ur team then go ahead escalate it because work isn’t being done and they aren’t available when they should. Now if they are doing their job and the only issue is the greyed out X it’s not worth the hassle and it’s just nitpicking.
What are the SLAs that were agreed to with your analyst? Maybe start there.

Micromanaging 101. It’s an instant messaging service- it’s to reach to them whenever you need them. Doesn’t mean they are obligated to respond 24*7- it’s not a call center. Get a life and focus on outcomes.
And then people why US corporate culture is in the gutter.
Might be worth putting some teeth into it if you haven’t - not just “would you please” or “I would prefer” but “it is my expectation that xyz; note that I do feel this is important and this combined with result times could have a negative impact on your review for the project”

The status is irrelevant if they are doing the work. There's a subset of juniors who do this and they range from superstars to strugglers.
Would you be happier if they bought a mouse jiggler and it was always green? Or put a 5h YouTube video on and blocked their calendar as "focus time"?
If you think this is a sign of them not doing the work they're paid to do and slacking off then that's what you escalate. Not the colour of an irrelevant dot next to their name.

Talk to them?? If you are their manager and if this is causing a REAL problem (not just bc you’re mad you can’t monitor them 24/7), then speak to your junior about it. Tf does escalate mean - are you gonna tell on your analyst to an equity partner? Cmon.

Maybe focus on the delayed responses. “During work hours I expect prompt responses to pings. Given I can’t see from Teams if you’re in a meeting or away or heads down on something/DND, I can only be led to expect prompt responses all the time.”

I do not use Microsoft Teams, but I grateful we don’t as what you are expecting from your co-workers sounds like a cross between Big-Brother and Little-Snitch. If this person answers promptly in a timely matter then leave them alone you are not their manager and even if you were, micromanaging them is gonna drive them away from the company and the toxic work culture that you seem to desire.
Make sure you have the status requirements for your company as a policy, otherwise you don't have a leg to stand on
