Need to know how much % would generally be paid out? Is it 100% or less as per the individual/organization performance.

I currently have a Master of Arts in Public Administration and am trying to break out of the realm of government and law enforcement.. that being said, I have been pondering the idea of getting certified in Environmental Social Governance (ESG) and sustainable business. Would this be worth the investment or should I leave that to people with a heavy finance background? Just want to be more marketable since my main background is in law enforcement data analysis.

I just left a very toxic work place.
The crazy thing is they were just named the best local municipality to work for. It's upsetting. They advertise a "culture" but don'tapply it. My joining in both are in around May last week. Tomorrow my IBM pre onboarding HR will connect with me. Should I ask for a counter offer tomorrow itself?
Or should I ask 2 weeks before joining?
Many told me that companies revise CTC when the joining date is near, else they show less interest. So should I go for it now itself?
