That's what facetime is about, they need to see your face to give you work. It's not about saying good morning it's about reminding them that you exist. If you're being told to do this it means you don't have enough work and someone is trying to give you a lifeline before they PIP you out of there.
The goal is to cut out the Associates continuously performing Paralegal tasks (not to mention being billed at an enormous rate). The Associates should pass along certain tasks but in an effort to make billables they hoard projects. Instead of addressing the real issue, HR believes the best tactic would be to go directly to the Partners and cut out the “middleman”.
Prancing about during the face time could only have positive results.
maybe not "normal", but relatively common yes

It means that you need to find a way to increase your hours, be it by saying « good morning » or any other way. Being behind on hours for more than a year usually results in trouble (PIP, being counseled out, etc…).
It seems like you’re being too literal. Whomever gave you this advice was probably not being literal. Every firm is different, but if you’re in a super busy practice group, I would somewhat caution the notion of walking into partners office every morning just to say good morning. That said, I do think that being in the office and making an effort to establish personal rapport and relationships is critical as a young associate. That obviously includes, saying good morning and the occasional stop in when you can tell folks aren’t in the middle of something.
