Resist.. the more you do risk, the less attractive your resume will be for Strategy recruiters. We don't know you want to switch, all we know is that you have done a lot of Risk work. Source: myself, a manager in the Strategy practice. Solution: try to get staffed on a Performance Improvement / Strategy projects without formally aligning (network for this). Back up plan: MBA. How long have you worked?
EY1, Thank you for the advice. I've been working for 1.5 years, campus hire. It's a little bit difficult to do that here at D, as the field is very niche. I've been networking though, and will still continue to do so. Although I think I'm a little young to pursue an MBA at this moment.
Also thanks for the advice on the cover letter, never really felt it was that important. I'll try and write one next time for my next application

No, find something you like. You're less likely to switch if you've just switched.
Don't care too much about the money honestly. Just want to look for a better fit in terms of work and to get out of Deloitte to save my mental health. Only problem is whenever I try to shoot elsewhere at D, I keep getting directed back to what I am currently doing

I say switch. It's not like your network's doing anything for you at D cause they won't move you. The move will be more money (not as important as you say) but also the chance that the new firm/team will be more compassionate to your goals
Don't switch, but actively look to switch to an area you like. Tell the recruiter that you aren't interested in that area but please send your information to anyone she knows at her company in X area
Agree with D1. I understand it's your first switch, but I'm sure after this switch you'll stay at this job for at least several months, right? That's further block and inertia from moving closer to something that you like

EY1/D1, I tried to switch into the strategy side of the advisory practice, but didn't have much luck once my resume got to the hiring managers in that area.
To add, cover letters help, at least for me. If it's cogently written, highlighting relevant Strategy skills that shows what Strategy is all about, and clear statement of interest in Strategy, I would still give someone a chance and may shortlist them for interviews.
