I had an interview with IBM for band 8 , completed salary discussion with HR and Bgv forms.HR was told yesterday that I will be getting offer letter today but when I check with HR today she was saying g that the position is on hold and let me know after a week.
May I know whether I will get offer letter by next week.

Officers are legally and honor-bound to refuse any order that is illegal, unlawful, immoral, or unethical.

They should exercise their legal right to do so, yes. The US destroying civilian infrastructure is nothing new, they have been doing this in virtually every war they've ever fought.

Regardless of what we have or haven't done in the past, it's a war crime. It is illegal to follow an unlawful order. The law requires military officers to refuse to obey unlawful orders. If they commit war crimes, "following orders" is not a justifiable defense.
