Yes, but it depends on where you live. If you think there is an air quality or other issue you can make the building owner test and remediate if necessary.
Not knowing what city/state you work in, there are likely codes that deal in both and forcefully. Secondly, is management really dealing with it or lip-servicing it? Do they own the building or lease it? Different laws will apply, but you shouldn't suffer because of it. Call the city/county/state health department, OSHA and local news service. Temporary rent-a-potty or WFH. Aside from that, it is a dangerous and unhealthy condition to have to hold it? WTH? CALL!💙☮️

There are definitely safety laws. But probably not for an elevator or plumbing. They’re not really a danger (assuming the stairs are a reasonable option). Most states have pdfs online about what kind of things are covered
