Since you have no debt, start by maxing your 401k at 19,500. Take home should be close to 5k a month. Build your 3-6 months emergency fund or use part of the 36k sign on. After that, max your IRA at 6k. That should set you up nicely.
As your rsu begin to vest, pay your long-term capital gains tax and throw it to an index fund.

3-yr vesting? I thought Google did 4-yr vesting? What is the level (eg, L3)? And is there a bonus too (eg 15%)?

So base + 1st yr RSU + sign on = $175K. If you put 20% towards retirement then that would be $35K. If possible, use the relocation bonus towards your emergency fund (enough for 3-6 months expenses). My advice is to do the following:
$19.5K 401k max (which also gets employer match)
$3.5K HSA max (but you have to sign up for the High Deductible Health Plan - this used to be called GHIP, with an employer match)
$6K Roth IRA
$6K taxable brokerage acct (so you have funds you can withdraw before retirement, only subject to cap gains tax)
As your income grows, or if you want to save more than 20%, consider doing Mega Backdoor Roth. This means converting after-tax contributions to Roth, so that it grows tax-free until eligible retirement withdrawals (as opposed to a taxable brokerage acct where all growth is subject to cap gains tax).
