I got an offer at Nokia, and my new manager said that she wanted to put me in the higher salary bracket however the HR insisted that we lowered the range. That caused me to receive a much lower salary than expected. Should I renegotiate even when my manager said that she tried giving me more. Does HR really play that big of a role in this?

Senior engineer making 135k and I was offered a promotion to engineering manager after completing a development plan. Near the end of the plan and I expect compensation talks to start soon. Based on some research around Boston and my role in the company, I feel 165k plus 10-15% bonus is fair. Nonetheless, first time going through something like this and asking for thoughts and comments. Has anyone ever asked to renegotiate their salary after starting a job? I’m 2 months into my new job and I have far more responsibilities than what I was told. It’s a lot different than what was relayed in the posting and during the interviews. Additionally, they hired my counter part in as a senior manager which is at least $30k more than what I make. I didn't think I would like the Lower Decks, but I do. Since it's a comedy, I had low expectations. No one asked for a comedy, but I'm glad they made it.
