Trying to understand risk of loss and title better. When does it make sense for title to transfer upon receipt of payment? Why would title and risk transfer separately?

I had cleared all the rounds in S&P and had salary discussion 1.5 month back. The HR is always saying the management is on leave and will soon get the approval and release offer. Today she shas asked for one more week to release the offer. Should I wait for it or move on. Are they waiting for some other candidate to join before rejecting me at last moment. Have also worked ~4 years transforming / running ops at Kimbery-Clark's Digital COE and ~a year on web & digital projects at NYU Langone Medical Center.

Do IH agencies have substantial PM teams / need for leadsrship? I know many need operations & process enhancement.

I was approached on LinkedIn for an early career recruiting role in DFW, TX. I don't have direct experience, but I have the university experience/connections from working in career services. This is the first time I've considered work outside of higher education. I said my salary expectations are minimum $90k and that didn't seem to be an issue. Am I asking too little, too much?
