In today's market, there would be no counter-offer, they'd likely pull the offer and move to the next candidate.

I think I’m hearing more and more that the hiring process does expect a person to push back and counter offer for the role that are applying to.
I’ve never had any luck negotiating a salary but I’ve tried with each job I’ve had. My only experience with taking a lower salary than I expected was when the job description said the salary started at 75k and they offered me 70k. It was a new role within the same company and when I pushed back asking where the other 5k went, I was told that I was already getting a 38% raise which was very high for moving within the company. I accepted it because I still get to work from home and decided that the 5k was not enough for me to look for other jobs and likely have to go back to an office.But it still irritates the heck out of me that an external new hire would have made more and that I was capped because I was internal. It is apparently some kind of policy I guess because it happened to another girl I worked with too and she was capped at 70k for a job that stated the base was higher.
Everyone should definitely negotiate/ continue to search for what they feel their skills demand in the market but average does not mean minimum. Even if the 83 k average you found was accurate that would mean some jobs in that industry would pay 60 while others pay 100 and 70 is in that range.
I spoke nicely and honestly during a phone pre-interview with a recruiter. Though, hourly, I was within their starting pay band, they chose not to pursue my talent because "I make too much." Huh.
Nice excuse for letting me down, but low-balling someone excessively is uncalled for and borderline inappropriate. I even lowered my annual pay rate enormously, but that was still not suitable enough.
So I guess I'm staying where I am RN.

I tried a negotiation once that worked out that way, I said I expected more and gave a number and wound up only getting part of it. I wasn't too happy, but I needed the job and didn't see any point in really rocking the boat. It all worked out okay eventually, and the right move was just getting in the door.
