Make California fix their own issues. They always brag about their fake budget surpluses, make them use that money to invest in a water treatment plant to remove salt from ocean water. They’ve had years to come up with a solution and have done nothing.
The PhD’s and engineers do have solutions. It’s just that the politicians, lobbyists, and even the general populace aren’t willing to implement them.
Even great lakes are slowly shrinking. Look up lake meadow in LA for instance
Canada owns significant portions of them and would say ‘no.’

You could be right. With them holding 20% of the worlds fresh water, seems like it might be hard to really have a significant effect on reducing the water.
Even better reason. There will be armed resistance. Maybe people shouldn't have moved to a desert?
Might be an idea to consider...if all the CA residents can't use it on their lawns, such a waste....you live in a desert.

Yea, it seems to me like there is a possibility to address more droughts with reasonable and measured approach that won't take away too much from others places.
I thought it was a little crazy a year or two ago when there was a ton of flooding near me in the Midwest while there was also droughts in the west and not just in California, but multiple states.
California has been fighting with other states for years on levels of water they need. Offering the water from countless other states now would seem like adding fuel to the fire. Perhaps better conservation should be the first option.
The water level of the Great Lakes is governed by a treaty with Canada. It’s not as simple as pumping water out. The water levels in Lake Michigan at least by me have been in flux over the past decade. 2013 water levels were at or near a record low and 2020 levels were at or near a record high.
What about the people in the Great Lakes area?
