I’m also very confused. The term “peer” simply refers to your colleagues and team members.
Many companies have a policy against giving out any employee references or detaiuls other than time of employment and title to avoid any possible allegations of falsehoods, defamation, etc., but it is NOT illegal for an employer to respond to an employment verification/reference check, unless you have a written contract against doing so
