Booked a domestic basic economy flight on my card. Do I still get a free checked bag if the booking was through the chase travel portal and not directly with United?

Do travel bans apply from where I originate from or from where my flight is from? For example, I am travelling to Spain and hopefully Amsterdam in May. When I fly to Amsterdam, am I considered traveling from Spain or US for travel restrictions?

We flew back from Ireland today on Delta. Our connecting flight from JFK at 6:10 was cancelled while we were flying over the Atlantic Ocean, and we were rebooked on a 3:40 instead (2.5 hours earlier) but not notified. Chase Sapphire Reserve is not able to book a ticket for me on Air India because the flight is not showing up on their system. The flights shows up everywhere else including on Expedia, which powers Chase’s portal. Anyone had similar experience?
