Quit? No. Settle for what they give you and then job hunt? Absolutely. She can snub them when she doesn’t give 2 weeks.

You’re only worth as much as your next best opportunity.
This is why loyal employees (who don’t search for other opportunities, so they have none) are so underpaid.
This. Howmuch ever loyal you are to a firm, it is never loyal to you. Have your options ready. always.

It’s definitely a jerk move to laugh in her face but I wouldn’t just walk away given the economy.
Did her company go through layoffs or perhaps the boss had to fight for the raise she did get and isn’t reacting well to her attempt to negotiate? Not excusing the behavior at all, definitely a terrible reaction, but maybe it’s just a super stressed out partner who’s had to lay people off or deal with frustrated employees who are getting no raise and the first reaction was this...point is, if this is a one time experience for her and she otherwise likes this partner/company, then give them another shot before throwing in the towel over this. Maybe have a separate convo with the partner to hash it out if their relationship would allow for this. If this is in addition to her having other issues with her job there, then perhaps use it as the motivation she needs to start looking.
That’s messed up.
She should take whatever salary bump she can get and start looking for employment elsewhere. If they try to counter to keep her, they’ll now have to match whatever the external offer is or risk losing her.
What was the counter?

The counter is “Is COVID comiserately driving down bill rates?”
Op please clarify, did she counter with an actual number

Wow they laughed at her for an extra 4K? They sound terrible.

Usually the raise is bad for internally promoted people in normal industry jobs, so I’m not surprised.
I would just take the raise and start looking if y’all are really unhappy. After all, it’s just 4K diff (8-4)
Sounds extreme to quit over 4K, but she doesn’t sound happy (and neither do you), so yes - she should bail.
Isn’t laughing at a counter offer a negotiation technique? Swear I read that in a book but maybe watched too many pawn stars episodes growing up

I guess you could classify it as a technique but probably not one you want to employ with someone you intend to continue successfully working with.
Never split the difference by Chris Boss if you are going to negotiate a counter offer anytime soon.
Maybe remind them that it will cost more than $4K to identify, recruit, hire, and train a replacement?
