There are no books that will teach you this bullshit, only practice. Try attending a toastmasters.
Experience, experience, experience. When you’re in sessions try and think through how you would respond and how does that compare to the SM / Mgr. also ask them in one offs how they would respond in certain situations and why or how they would convey the “so-what” message. The more you can take yourself out of your comfort zone it will help too.
Consulting speak is awful! If you want to improve your eloquence, prioritise reading good writing where ideas are sound and well articulated. Economist, New Yorker, and Granta are good places to start.
Listen to NPR or some other uptight podcasts where they speak in a "college educated" way. Their speaking style will leak into your brain

First I think your probably being overly hard on yourself. Everyone at some time or the other, feels like an idiot when talking in a meeting. And I know this maybe seen as a bit odd. But listen to how they are explaining things. Key words and what not. And then practice it at home out loud. You will start to see how things sound and change them up. And then just iterate.
And once your comfortable start speaking up in meetings.

Step 1 is to form a complete thought quickly on the fly - if you have nothing to convey, there's no point in how well you speak.
Step 2 is becoming comfortable with speaking that thought immediately.
