I would either just take the days or call out your manager on this. No.
At the beginning of the calendar year, or earlier, secure a team calendar and call the days off you want. That way you have in writing what you asked for.

But seriously, while coverage conversations aren't at all unreasonable given your level, the rest are perfectly valid concerns, IMO. Unfortunately I don't really know what you can do about it since HR is unlikely to be of use to you. As WPP says, planning ahead as much as possible is the least bad answer I can come up with.

Perhaps the biggest money-saving scam ever cast on employees. The ONLY reason it exists is because companies figured out what they could save by not having to payout earned vacation time when employees leave. The companies save the money and they leave it up to middle managers to manage the chaos of dealing with the employees who abuse the policy (typically the under-performers) and those who end up not taking enough time off (typically the high performers).
