If you have mosquitoes there's water somewhere. They can't breed without it. It doesn't take much -- a puddle is plenty. Clogged gutters, drain pipes, planter saucers, etc. are all common culprits. Could be your neighbors or another nearby house, too.
Dragonflies eat other insects -- especially mosquitoes and flies. So if you have tons of mosquitoes that's a good reason for the dragonflies to be there! (That being said, they're harmless to people and eat pests, so I personally wouldn't view them as a problem in the first place.)
