No it's not a red flag, people are desperate and need a job. Take a look at their resume see if they qualify for any open position and go from there.

Reject them from each role individually so they can see how annoying it is.

I actually appreciate when candidates show this much continued interest in a company, but it only makes sense if their experience aligns to the role.
Sometimes a candidate will apply to GTM, Tech roles, Finance, etc.. and at that point it becomes spam applying.
Not necessarily. If the candidate is legitimately qualified for each of those roles, it shows they may genuinely be interested in the company. A 10 min phone screen could rule it out.
I work at an agency so these roles are all at different companies with different specialties.
I think it depends - if they're similar(ish) roles then I kinda get it, it's just upping the odds. If they're wildly different roles then it's definitely a red flag
It's a tough market out here. They probably just need a job really badly or really like your company and want any foot in the door they can get. I understand the annoyance though.
