Add about 30% more to the salary that you would want in Texas. That will account for Taxes and the cost of living. Even though you will be working remotely, they will still consider you as if you were living in CA.
Honestly, your current salary is pretty much in line with the average tech recruiter salary in CA, so I'm not sure how much of a bump you can expect. I'd say maybe like 10% or so. Also, keep in mind that many companies pay remote employees based on the state they live in, not the state the company is based in, so even if CA comp is higher, you might be offered average comp for TX. Just making you aware.
I think the idea of 30-40% (if you're feeling ambitious) is a pretty solid plan. But like R1 said, some places to adjust for cost of living based on where you're located...I would see what they say first before you give them a number though
