As I was reading this, I was immediately thinking "French" until I got to the all-American part because I know it isn't really customary in France, but that's not at all the case here in the US. I'm glad no one treats him differently! I'm sure he's unaware. I have a regular who always leaves a "rare" 2 dollar bill (even when the bill is like $40+), but I don't have the heart to say anything either.

Yeah I think he’s pretty old - maybe he just is out of it when it comes to money. Who knows. But at least he’s nice! Imagine not enough tips and being rude!
If he started this way than this is the norm. If he typed big and scaled back it to be worried.
I've noticed with older people I don't think they grasp the 20 of the bill. I think they feel like there tipping is good, even when the bill is large. Maybe they haven't understood that inflation is everywhere including tips. I try not to take it personally. Especially when there super sweet and I don't want to seem unprofessional or rude if they ask if that's good. A lot of times those tables I like serving, even if I know the tip is low, because they are genuinely happy for my service.
I worked for a diner once and a man dressed in a suit would come in every morning.
He would order his steak and eggs and black coffee.
I only worked there a short time however I had him as my customer every morning. When he finished he would quietly leave a quarter then leave.
Very nice person. Did not get his tip theory though!
I think I understand now though!
