Considering first year Senior Consultant (MBA) is now $140k it has to be at least $155k or more base.
After M, bonuses are service line dependent. This yr you're still probably in GM, so 3-10%, 2-17%, 1-25% (approximate).

First year manager is $155-160k and bonus is up to 30% based on firm performance to my understanding

If you get a 3 and get promoted expect 8-10% bonus. Depending how you came into the firm experienced hire vs campus the salary ranges are all over the place. Experienced hire promotions from SC you're looking at 120-135 base coming from campus (MBA hire) 150-165 based on YE.

EY2 - I don't think Deloitte does promotion bonuses
If you came in as an experienced hire you'd get a signing bonus (sometimes). Not a promotion bonus.
