So that they can put negative performance feedback on the record without singling out the lower performers

Learn how to make that performance review work for you. Use it to set your own goals and chart your progress. That way, there is still documentation of your forward progress. If nothing else, your employer will see your commitment to improvement and growth. If it isn't recognized there, it will be somewhere else.
Well to be honest that is when you have to decide if you want to stay somewhere that has no upward trajectory or not. Peformance reviews are good so you can guage how you are doing and what you can improve on but if there is nowhere to go then yes, they are pretty pointless.
It may be time for you to move on. But before you do, sit down and create a list of your expectations in a job, the environment in which you thrive, the compensation that “gets you excited “ and location (on site or hybrid or remote). Once you have all that, then make a list of things that take away your excitement about working for an employer. Next honestly review yourself and the job you’ve been doing, if you’ve done all you can, then spruce up your resume and actively and aggressively look for a new job.
