See.. Even my employer doesn't include in CTC breakup. But, what I am saying is, each company has its own pay structure and would be next to impossible to deviate from it especially for Gratuity.
Gratuity calculation is same for all organization in India. If you exit organization within 4 years 6 months approx then you will not get Gratuity amount. This can be only be payable during exit from Organization after 4 years 6 months
That is a policy of Government not any company. Rule is same for all employees Private and Government

You can't negotiate or restructure on Gratuity side. This is as per company policy. You may ask to negotiate on CTC
TCS also add Gratuity in CTC
Max you can ask them to increase your fixed CTC and low down the base pay. Though gratuity law is same for each organization. Some companies show them as part of CTC some don't. Hence always calculate your CTC as total-gratuity. If you survived for four years and and six months in the organisation it will be calculated on the basis of your last drawn salary (Google the exact formula of gratuity calculation). It's a gratitude of companies for your long service.
