I think it depends on body type and height. If you have a longer torso or longer legs, also plays a role. I recommend trying different shapes and lengths to see what feels best to you. I don’t think there is one right formula in my opinion.
Past the knees can potentially overwhelm a shorter frame. Personally a fan of 3/4 (couple inches above the knee), but you might want to try some stuff on and see what feels right for you.
Whatever length keeps me warm. In my city that is either knee or ankle length in the middle of winter. A belted or otherwise cinched waist helps.
It also depends on what you're wearing under the coat, like the rise/cut of your pants and also boots or tights could all have a lengthening effect in contrast with the line of the coat. Agreed like others said that a longer coat may overwhelm a shorter frame
