Today I received a LOI(Letter Of Intent) from EY India and HR said post this you will get offer letter. Is that how EY works ? And how soon I can expect the letter in that case

Cybage is offering 10.5 LPA (9.36 is fixed + 75k joining bonus). Cognizant is offering 10.69 LPA (10.05 is fixed + 50k joining bonus). Designation at Cybage is Sr. software engineer and at Cognizant, it is project associate. Which one should I join?
