It’s been a month that HR told me that they’ll release offer, but it seems that approval is still in progress, is it normal?

So
- I didn't get selected in the H1B lottery.
- My company has agreed to send me to their London office for a year (haven't yet filed application).
- OPT ends in late June, so I can stay till mid-late August (grace period).

Question:
Should I just move to London as soon as I'm able to, or is it worth waiting until the end of my OPT in August in case they do a second round of the H1B lottery?
