If your ultimate goal is to flip badges (contractor > fed) what is the best GS level to do so in terms of maximizing career development and minimizing the inevitable pay cut?

I have 6.5 yrs of IT experience in Testing field. I have worked completely in Agile Delivery Model and have pretty decent understanding of Agile. Recently I completed my MBA in Technology Management as well. I am currently working in Accenture. I am looking for change in my career from QA to Scrum Master or PO kind of role. I work as an AGM in a busy restaurant. Been working there for just over a year, and haven't had a single raise. Hi everyone, I'm new to Canada and want to start my career here in the Financial and Banking industry. I have passed the CFA level 2 exam and was wondering if I have to complete the Canadian Securities Course (CSC) as most of the job postings here mention about it. I saw that if someone passes at least the CFA level 1 exam then the requirement of CSC is exempted. Can anyone enlighten me about this? As the CSC exam costs above 1000 CAD, I wanted to be sure if I need it before investing behind it.
