Yep, and with flat fee projects partners aren’t going to be all that enthusiastic about blowing budgets, even if your work is stellar.

An inefficient associate takes forever to do a task poorly. They miss deadlines, they make clients angry when they see the bill, and they spuddle.
You can be a high biller and inefficient. They’re not mutually exclusive. But if your collections are low, the partners aren’t going to be happy about paying you bonuses for high hours. You’d have to be extremely inefficient for that to get noticed before your 3rd-4th year though, because all juniors are inefficient.
Mentor
People will care if you bill excessive amounts of time for poor quality work, regardless of whether you hit deadlines. If you are getting lots of time written off, it's a problem. If you add value and the client pays the bill with infrequent complaints, you're good.
This. The best associates are incredibly efficient and therefore in busy times get massive amounts done for their 2200-2400 hours. In a less busy time they might bill 2000-2100 hours but also have time to do pitches, etc. Efficiency is also excellent for when a last minute request comes in or a fire drill.
A high biller is only “good” if the bills are getting paid. An inefficient associate needs coaching and feedback, which they likely aren’t getting.

I think as people have mentioned. If you make deadlines, people won’t care. If you miss deadlines, you are going to get criticized.
