Tell them you need to see more problem solving skills in action because as they move up, they'll need to be able to handle more and more kinds of problems on their own.
This is good, especially if they want to move up. But if they don't, then say because at their level, it's expected for them to have these problem solving skills.
First, check why they present this pattern in the first place. It could be guidance from a manager that prefers to own these situations and/or perhaps the ownership of these situations was never really given to them (they don't know they have the power to make the decisions). After really understanding the why target the gaps with a mentorship or training.
Suggest that when they bring up issues, they also bring plan to resolve them.
“What have you done to solve this problem?”
“I need you to have attempted resolution before anyone acts as intermediary.”
As others have suggested and I will echo- my favorite boss told me that before I complain or bring a problem to her, I was to come up with several outcomes/solutions to talk thru and then go from there.
