I think people overthink this. A referral isn't a guarantee. You're just saying "I know this person and they seem competent." If they flame out, that's on them not you. Unless you lied about their skills or something. Then you're at least partially culpable.

I've been wary about giving referrals just because I had one go badly once. In that case I tried to help a friend of a friend, and the person didn't get hired. And I never heard the end of it. Sometimes people don't understand that a referral is not a guarantee that someone will get the job, and they get offended when things don't work out. Anyway, the experience taught me to be cautious about referrals.

I used to give referrals but now I don’t give it unless I truly know that person. Referrals also stake your reputation too
