Honestly it feels like they are trying to get as much work out of the remaining employees as possible before committing to a new employee. Sometimes I feel like they try to make the process slow so they can justify NOT replacing the employee, and just absorbing the work into the current staff.
I always assume upper management understands the danger of slow walking things, but they view it as a risk management proposition. Right now a lot of organizations are hesitant to do much hiring, so things can grind to a virtual halt. Obviously, companies that move faster have an advantage, such as in your case, where they poached your top candidate. But until a lot of uncertainty gets resolved a lot of top management will probably continue to move cautiously and be wary of adding any additional people to the payroll.
